libXXX could mean literally a Linux -lXXX lib, which would mean a MacOS framework and a Windows lib or dll, or
could mean just a top-level class header backed up by sub-classes and implementation files.
Perhaps libsed could be a clever C wrapper of libdtadev using void * handles for the DtaDev * object pointers
which would also simplify foreign-language interfacing for e.g. Python or Haskell.

Important that libsed be packaged to be a single thing to be linked against by sedutil-cli and whatever.
